Indian Railways Pass Rules - Based on Distance

In Indian Railways Privilege Passes must be issued based on following rule :

Privilege passes must be issued  for the journeys from the stating station to the destination station as per the Railway Employee,
via
Shortest Route
or
Shortest Route + 15% distance  = Longest Route
or
Direct Train in Longest Route mentioning same train via even more than 15% additional route.
or
If longer route to destination is quicker than shortest route.
